Norway and the State Penitentiary Service of Ukraine –
starting dialogue for supporting the initiatives on probation in Ukraine
May 22, 2015 the working meeting was held with the Norwegian Governmental Delegation for discussions Ukrainian needs in the Criminal Justice reforms sphere in particular establishment of probation in Ukraine.
The event was held in the Ministry of Justice premises and headed by the Deputy Minister of Justice Anton Yanchuk. Norwegian delegation was headed by the Deputy Director General of the Ministry of Justice and Police Ms. Tonje Meinich and the Ambassador of the Kingdom of Norway in Ukraine Mr. Jon Elvedal Fredriksen.
The goal of the meeting was to deliver to participants the real Ukrainian needs in criminal justice sphere reforms that covers issues on courts running, prosecutor corps, police, penitentiary and probation staff, advocacy and adjoining criminal justice institutional subjects.
The Norwegian side expressed readiness to work with Ukrainian side by granting expert and other assistant which is necessary for achieving the objectives in the criminal justice sphere reforms after the directions of cooperation are determined. Participants of the event agreed that the cooperation may be set at the central and the regional levels.
Deputy Minister of Justice Anton Yanchuk at his speech informed about the Strategy Justice Sector Reforms for 2015-2020 approved by the President of Ukraine Decree from May 20, 2015 №276 (http://www.president.gov.ua/documents/19452.html), noting that this high level document determines the strategic goals and objectives which are to be achieved and that may taken into consideration while concentrating on mutual project measures to work on.
Oleh Yanchuk (Head of Criminal-Executive Inspection Office of the State Penitentiary Service of Ukraine) provided information about the "top challenges" which are stipulated by the implementation of the Law of Ukraine "On Probation". Apart from that, Mr. Yanchuk noted that the State Penitentiary Service of Ukraine is ready to revise the previously provided List of Needs for possible working off of the pilot projects on probation issues taking into account the capabilities of the Norwegian side.
At the end of the event the participants of the meeting agreed the necessity to establish and support the constant dialogue over issues discussed and to make propositions that may be taken into account by the Norwegian Governmental Delegation while planning the work for cooperation with Ukrainian side in future.
